CARES at COP17 — Meet the Coalition Team

The Coalition of Action to Recover Endangered Species (CARES) is a government-led coalition focused on accelerating action to recover threatened species and support implementation of Target 4 of the Kunming-Montreal Global Biodiversity Framework. The Coalition is co-chaired by Armenia and Colombia and supported by the Reverse the Red Action Partnership as Secretariat. The coalition is supported by technical, civil society and philanthropic partnerships.

Countries agreed to Target 4 of the Kunming-Montreal Global Biodiversity Framework in 2022. It calls for urgent action to halt human-caused extinctions of known threatened species and reduce extinction risk. CARES brings governments together to raise ambition and accelerate action toward that goal. Participating countries can draw on species recovery expertise to identify species needing targeted help beyond habitat protection and pursue measurable progress by 2030.

How to Join CARES

Joining signals a government’s intention to participate actively and give national attention to implementing Target 4. Countries are asked to designate a technical contact, take part in coalition meetings and work toward species recovery priorities. The proposed milestones, including a national priority list, are voluntary. Each government decides its priorities and actions in light of its national circumstances.

Participating governments can use shared tools to identify species that need urgent action, draw on technical expertise and learn from one another as they develop national priorities.

Please find the official invitation here.

Party Request

Join the Action Coalition. This indicates a reinforced commitment beyond ambition to action and implementation of Target 4 within Goal A. Joining the coalition signals intention to implement actions toward achieving the goals expressed above. Delivery of the goals is voluntary, recognizing national priorities, capacities, and strategic alignment with the GBF and NBSAP. All decisions, strategies, reports, and priorities are determined by the Party in accordance with established commitments. This Coalition is designed to reinforce commitments already made and support parties to deliver it.

Target 4 Resources

Target 4 is designed to account for the 57% of known threatened species needing additional species specific action beyond those identified in Targets 1-3, and 5-8 within Goal A. Target 4 represents species that even with progress in other targets, are still likely to be at risk of extinction due to specific species factors which are known and can often be addressed in reasonable cost and time frames. Target 4 is a sub-set of threatened species which can be disseminated to the national level recognizing the highest priority species each party is responsible for in addition to current priority species within each country.

Countries will prioritize species based on the species most in need of urgent management action (extinction risk, rate of decline, population or range restriction, and national responsibility). Local expertise, national assessments, Indigenous Peoples' and local knowledge systems, existing conservation actions, national priorities and implementation feasibility all have an important role in determining the final Target 4 species list.
